Path Dependence in Spatial Distribution of Economic Activity: Bad News for Empiric Research of Agglomeration Effects

It is considered that concentrations of economic activity in the market economy are formed according to the balance of agglomeration effects. Actually this scientific idealization is far from a reality. Agglomeration effects change much faster, than spatial distribution of economic activity. This phenomenon can be well described by the path dependency theory.
Despite such problems it is supposed in empirical papers that concentration of the enterprises or employment is a good proxy variable for agglomeration effects.

Binary Classification of Objects with Nominal Indicators

In this work a problem is studied of classification of respondents into classes accepting and not participation in a charity actions. An optimal (in Bayes sense) decisive discriminant rule of division of objects on two classes is constructed for the case when all indicators of observable objects are measured in a nominal scale, and there are signs of dependence between them . Using ROC-analysis methods, comparison of the developed rule with a rule implemented in the software package SPSS (Fisher’s discriminant rule), «naive» Bayesian classifier, a rule based on support vector machines (SVM) method and implemented in SPSS package binary logistic regression classifier is made. Results of the ROC-analysis have shown that the proposed rule has higher quality than all other mentioned rules of classification of respondents.

Index of Exchange Market Pressure (EMP): Specifics of Emerging Markets

This article discusses the methodological approaches to the definition of the index of exchange market pressure, considers its application. EMP is calculated for 49 developed and emerging countries, particularly for the analysis of integration processes between the economies. The results can be recommended to develop the anti-crisis economic policy.

Does Abundance of Natural Resources Impair Investments in Education? Case of Russian Regions

Using panel data for Russian regions in 2004–2009, I find some evidence that everything else (including per capita GDP) being equal natural resource abundance is associated with lower public spending on education in Russian regions. Meanwhile I don’t find any connection between the total (including private) spending on education and natural resources wealth.

Problems of the Insurance Pension System Formation in the Russian Federation

Underway "The Long-term strategy of social and economic development of Russia until 2030" (Stragedy-2020) pension system problems of our state were put at the forefront as one of the main macroeconomic factors which importance dramatically exceeds the currency and oil and gas components. In the article the real factors defining development of pension system of the Russian Federation are actuarially settled down, and perspectives of the pension budget stability in terms of insurance principles are defined.
